Below are some of the team members that have made PVS such a success.
Robert started his career in Radiology. He found his passion on the business side of Healthcare and quickly found himself starting his own mobile Medical/Diagnostic Service Company. After selling one of his companies to a Public Entity he advanced to an Executive Level Position within that National Imaging Corporation. As he decided to get closer to his clients he then assumed management control of another National Imaging Service Provider. While there he discovered a significant lack of expertise specific to High-Tech Medical Equipment, from a Property Tax perspective. That discovery coupled with his history and education in radiology and diagnostic imaging uniquely prepared him to launch Property Valuation Services. Robert has managed certain business and development aspects since its beginning in 1997.
David began his career in Property Tax Representation in 1989, working for a National Tax Consulting Firm as an assistant Vice President. His next strategic move was to take a position as the in-house Corporate Tax Manager of the largest Hospital Corporation in the United States. His prior tax expertise and the knowledge he gained from his move to the large Healthcare Provider proved to be the foundation needed to launch Property Valuation Services. Dave continues to play a key role in the day to day management of the technical aspects of the business.
Kent Hileman, MAI, ASA, CMI, MRICS
Kent Hileman is an owner of PVS and has been with the company since 2000. He has been involved in the appraisal or value analysis of over 400 hospitals plus thousands of medical office buildings, psychiatric and rehab hospitals, surgery centers, and more. He has also appraised or analyzed other complex commercial property types such as hotels, motels, golf courses, industrial, warehouse, office, funeral homes, car washes, office buildings, and more. He holds the highest designations as it relates to appraisal/valuation, MAI from the Appraisal Institute, ASA in real property from the American Society of Appraisers, ASA in appraisal review and management from the American Society of Appraisers, CMI from the Institute for Professionals in Taxation, and MRICS from the Royal Institute of Chartered Surveyors. He is licensed in a multitude of states for both appraisal and property tax consulting. Kent has experience presenting / testifying at various levels of appeal throughout the Country, from informal to State to assisting at the Court level. He was a member of the 2011 IPT Symposium Committee and presented during the hotel / healthcare breakout session on various topics and issues surrounding the valuation of these complex properties as it relates to property tax.
Monte has been with PVS since 1999; as Vice President he oversees many aspects of our operations such as: Sales, Business Personal Property, System Development, Property Tax Support Group (PTSG), Policies & Procedures, and Client Management. Prior to his employment with PVS, Monte had 13 years of Radiology Healthcare experience in sales of Mobile Magnetic Resonance Imaging, Picture Archiving and Communications Systems and Healthcare Information Systems. Monte has also had prior experience as a Technical Manager of Mobile MRI, Radiology and Laboratory services.
Director of Real Estate
Jenna began with Property Valuation Services in 2007 in our personal property tax department before joining the real property team. She has extensive experience in the valuation of hospitals and complex health care properties including psychiatric, oncology, surgical and dialysis centers, as well as hotels, apartments, retail, offices and various other commercial real and personal property types. Jenna has presented and testified at local and state hearings and in litigation cases across the country, and has experience in acquisitions and tax planning for multi-million dollar projects. Jenna is currently the Director of Real Estate in our Overland Park office, where she oversees all aspects of the valuation and tax cycle for our clients, and holds tax representation licenses and registrations in multiple states. Jenna is a graduate of Kansas State University, holding business degrees in the emphasis of financial services and management, and is a member of the Institute for Professionals in Taxation.
Chip Saam, ASA, CMI
Quality Control Director, Personal Property Appraiser
Chip graduated from the University of Michigan with a BA in Economics and completed the MBA program with a Finance concentration at Wayne State University in Detroit, Michigan. He has over 25 years of experience in the property tax field and is licensed to represent taxpayers in Arizona, Indiana, Tennessee, and Texas. Chip’s certifications and designations include the CMI from the Institute of Professionals in Taxation and the ASA in Machinery & Technical Specialties from the American Society of Appraisers. He has written over 100 appraisals of medical equipment with an emphasis on high technology medical equipment. Chip oversees the Michigan office for Property Valuation Services.
Martin R. Guenther, MAI, CMI
Director of Real Estate
Martin has been with Property Valuation Services since 2004. He has extensive experience in real estate valuation and consulting of complex properties specifically in the field of healthcare, to include hospitals, psychiatric hospitals, senior living, surgery and cancer centers, and medical office buildings. He also has consulting experience and valuation knowledge with golf courses, hotels, various retail, industrial properties, and office buildings. Martin is currently licensed as both a Certified General Appraiser and licensed as a property tax agent in a multitude of states, holds the MAI (Member of the Appraisal Institute) designation through the Appraisal Institute, and holds the CMI (Certified Member of the Institute) designation through the Institute for Professionals in Taxation. He has presented and testified in numerous jurisdictions and levels of the appeals process to include working with the assessor to set a value to the tax roll, informal appeals, various state and county boards of equalizations, and has provided valuable assistance in the litigation process.
Iley Behr, CMI
Senior Audit Consultant, East Central Regional Support
Iley started his career in property taxes in 1982 with Rosemont & Associates in Los Angeles, CA, meaning he now has over 30 years of experience. In 1995 he opened a Rosemont office in Nashville, TN and his main responsibility was handling personal property accounts for Healthcare Corporation of American (HCA). He continued there until 1999 when he served as the personal property supervisor at the Johnson County, KS Assessor’s office. He returned to Nashville and was property tax manager at HCA from 2000-2008. Iley joined Property Valuation Services in 2008, and oversees our Nashville office.
Gerhart Van Note
Director of Southeast
Gerhart has been in the property tax industry since August of 1992. He specializes in both commercial real estate and personal property tax issues. He is a member of the Institute for Professionals in Taxation and licensed or registered in numerous states. Gerhart has been with PVS has been with PVS since 2006 and oversees a large number of our real estate accounts as well as running operations for our Atlanta office.
Director of Personal Property
Pam has been with Property Valuation Services since 1998 and currently serves as the Director of Personal Property. Pam is a graduate of Northwest Missouri State University and maintains her Property Tax Consultant License in the State of Texas. She oversees all aspects of our Clients’ Business Personal Property Tax responsibilities from asset valuation and return composition through appeals and tax bill approvals.
